In order to add the Win Power High-DPI Perf bot to the list of power bots that are eligible for fast cycle times (https://bugs.chromium.org/p/chromium/issues/detail?id=631146), we need to have a run where all of its tests pass. This is a metabug tracking the various tests that are currently failing.
