MobLab: SSP not working

Project Member Reported by sbasi@chromium.org, Jul 25 2016

Issue description

Moblab R54-8620.0.0

"07/25 12:51:52.191 WARNI| autoserv:0337| Autoserv is required to run with server-side packaging. However, no drone is found to support server-side packaging. The test will be executed in a drone without server-side packaging supported."

Not sure how far back this is broken or if only Keith is experiencing this.

I am verifying on my moblab build: 8608.0.2016_07_19_1713

07/25 13:38:15.560 WARNI| autoserv:0676| Autoserv is required to run with server-side packaging. However, no server-side package can be found based on `--image`, host attribute job_repo_url or host OS version label. It could be that the build to test is older than the minimum version that supports server-side packaging. The test will be executed without using erver-side packaging.

Sigh this is due to us restricting sudo access. We will need to find a fix and cherry-pick it to R53/52 as well.
