Enable Expect-Staple for QUIC once QUIC supports OCSP stapling.

Stapled OCSP responses will be exposed once QUIC uses the TLS 1.3 handshake. Currently, QUIC does not support OCSP stapling. Once stapled responses are exposed, Chrome should enable Expect-Staple on QUIC connections.

QUIC folks: Has there been any progress on OCSP support in QUIC? Is this gated on QUIC Crypto -> TLS?
