Sheriffbot applying labels incorrectly

Recently Sheriffbot has applied milestone labels incorrectly:

 crbug.com/629003 
Claims regression range is 405656:405727 which is in 54, but applied M52 in #36

 crbug.com/627454 
Regression range 403806:403830 which is also M54, but applied M53 in #3

This is a similar bug to the ones I fixed last week. We're bumping the impact labels on all channels when stable is promoted, but that's not correct. I'm guessing this was generally fine before we started doing early stable, but now it's more noticeable.
