This is really strange, I've never seen anything like this. Could you please capture a video of your screen and upload it here?

Also, you mention that you have experienced this issue for many years and on many different computers. Can you please tell us about this a bit more? Like how many computers have you seen this issue on, and what operating systems and versions they were running? Is there anything other common in these computers, like an anti-virus or some extension that you use on all of them, and also your friends who see this issue use?

Does this issue show up in Incognito mode? If so, can you please create a new Chrome profile and see if what happens there?

Do you experience this issue on any website, or only on particular ones?

Thank you.

It always happens on Windows. I've been having it happen for many web pages.

Anti-virus has been different for all the different computers. There probably have been overlap in extentions, however.

I tried incognito mode and it doesn't seem to happen. My guess with that hint is as you suggested that there's an extension that I use that is causing the issue.

Is there a safe mode that doesn't run any extensions so I can verify it?
You can use the --user-data-dir= command to create an independent fresh profile for testing. Instructions here:

You can try either disabling/removing extensions one by one in your normal profile until the problem disappears, or creating a new user profile and installing your extensions one by one until the problem appears. This way you can see if it is really one particular extension that is responsible for this.
