Avatar bubble opens up instead of bookmark folder on entering full screen

Chrome Version: 54.0.2805.0 (Official Build)1243666b4f5c7c48312233e1f6e6fda46191b184-refs/heads/master@{#407311} 32/64-bit.
OS: Windows(7,8,10)

Steps:
1. Launch chrome and bookmark a page and select "Other bookmarks".
2. Go to NTP, press F11 and hover the mouse over "Other bookmarks" until the hover effect fades.
3. Click on "Other bookmarks". Observe.

Actual   : Avatar bubble opens up instead of "Other bookmarks" folder.
Expected : Avatar bubble should not open up instead of "Other bookmarks" folder.

This is a non-regression issue seen from 'M-44' series(44.0.2362.0) with the introduction of avatar bubble.

Note: Issue is not seen on Linux and Mac OS.

Able to reproduce the issue on Windows, Changing the status to Untriaged so that the issue would get addressed.
