Regression: Full screen sometimes doesn't work |

Issue descriptionVersion: 51, 52 OS: Windows Lately I've noticed this bug: video players (<video>, SWF <object>s, etc.) like on YouTube or HBO Go fails to become full screen when requested. Clicking the fullscreen button on a video player sometimes expands the video to fill the tab, but the browser window doesn't become fullscreen. And sometimes it's even weirder: the browser becomes full screen, but only the video -- at its original size -- is visible. When this happens, it will continue to repro until the page is refreshed or exited (I'm not sure exactly how to prevent it from reoccurring).

It happens occasionally, but not on any particular site or page. It's never consistent -- refreshing or visiting the page later usually doesn't trigger the bug again. I've noticed this on a friend's Windows 8.1 PC as well (mine is 10) which is what prompted me to file the bug as we've both been experiencing it.
