What steps will reproduce the problem?
(1) Navigate to chrome://help on Windows where the update will not succeed for some reason (e.g., Google Update not installed).
(2) Notice visible HTML markup in the error message.


What is the expected result?

The error message contains a hyperlink to an HC article.


What happens instead?

The markup for the link is visible.
