Regression:Menu in chrome://downloads page immediately closes after clicking more actions icon in emulated view.

OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://downloads page>>Open devtools and emulate
(2)Now click on more actions icon in downloads page and observe.

Expected:Menu should not close immediately.
Actual:Instead, menu closes immediately(Flickering effect of menu is seen)


This is Regression issue broken in M-54.Will update bisect info soon.

Able to reproduce the issue on Mac 10.11.5 using chrome version 54.0.2806.0.
