Spinner obscures prompt to run Flash plugin on Flickr

Issue description

Version: 52.0.2743.75
OS: Mac OS X

What steps will reproduce the problem?
(1) Try to watch a video on Flickr (e.g., https://www.flickr.com/photos/mdw11/3816559852/)
(2) See the video thumbnail with the blue "play" arrow
(3) Click on the play arrow expecting the video to be played

What is the expected output?

Since Flickr uses Flash for video playback, I would expect to see the "broken plugin" box with the prompt to right-click and "run this plugin" to watch the video.

What do you see instead?

A spinner displays where the video would normally be played. The spinner never goes away. It is totally not obvious that the problem is that one needs to right-click and "run this plugin". Somehow the UI for this needs to be more obvious in cases where the broken plugin icon is obscured on the page.
