Renderers should submit CompositorFrames directly to Mus

In Mus+Ash, currently renderers submit CompositorFrames to the browser process, and the browser process constructs a CompositorFrame that it submits to mus. We should correct this such that the renderer submits CompositorFrames directly to Mus.
