Site jumps when switching from touchscreen to touchpad scrolling

Reported by kohli.al...@gmail.com, Jul 24 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Open chromium with touch events enabled (problem didn't appear with chrome so far)
2. Scroll a page using the touchscreen
3. Continue scrolling with the touchpad (using a mouse seems to work, but I haven't tested it for that long)

What is the expected behavior?
The site should continue to scroll normally

What went wrong?
When starting to scroll with the touchpad again, the scrolling position jumps up a couple lines, then scrolling works fine again.

Did this work before? No

Chrome version: 52.0.2743.82 Channel: stable
OS Version: 4.6.4-1
Flash Version:

Hm, apparently chromium got updated while I was writing this and 52.0.2743.82 is already the new version. It "fixed" this issue by messing up scrolling with the touchpad completely. Maybe it'll return when scrolling is usable again.
