Rotation Lock doesn't stay active

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.24.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.23 Safari/537.36
Platform: 8530.24.0 (Official Build) dev-channel cyan

Steps to reproduce the problem:
1. Flip open into tablet form factor
2. Click menu and select "Enable Rotation Lock" but don't close menu. (Note rotation lock icon in main toolbar)
3. Rotate tablet - rotation lock works
4. Close menu.  Rotation lock icon disappears and screen rotates

What is the expected behavior?
When the menu closes, the rotation lock icon should remain and the screen should be rotation locked.

What went wrong?
It appears when the menu closes, it resets the rotation lock setting.

Did this work before? Yes Before the Android apps became enabled

Chrome version: 53.0.2785.23  Channel: dev
OS Version: 8530.24.0
Flash Version: Shockwave Flash 22.0 r0

What device are you using?
Apologies for not stating that -- it's the Acer Chromebook C738T-C5R6

I noticed today (after the 53.0.2785.29 dev update) that the rotation lock doesn't work while using android apps but it works OK while in "regular" ChromeOS browser and apps.
Confirmed on my Acer R11. If you have a Android app running (say, Solid Explorer), the rotation lock doesn't work.
Confirmed on both a Minnie and cyan device 53.0.2785.36 dev.
