Horizontal textarea scrollbar can't be grabbed when border-radius is applied

Issue description

Chrome Version       : 51.0.2704.103
URLs (if applicable) : https://jsfiddle.net/h4myo11L/4/
Other browsers tested: 
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: /
    Firefox: OK
         IE: /

What steps will reproduce the problem?
(1) Open the jsfiddle
(2) Scroll to the middle of textbox
(3) Try to grab horizontal scrollbar with a mouse

What is the expected result?
You can grab the horizontal scroll bar

What happens instead?
You can't grab the scroll bar because the cursor is text cursor.
 
if borde-radious is removed from textarea the scroll bar starts working as expected.

Unable to reproduce the issue on Windows 7 using chrome latest stable M52-52.0.2743.82 by following steps mentioned in the comment below.

1. Navigated to https://jsfiddle.net/h4myo11L/4/
2. Scrolled the text box using scrollbar to the middle
3. Observed the horizontal scrollbar is able to grab and move left and right

Reporter@ - Could you please let us know is this is the issue you are talking about? Is this issue working fine on other browsers? Attaching screen-cast from my end, Please have a look on it and let me know if anything missing from our end.

I just upgraded to 52.0.2743.82 and it does indeed seem to be fixed. I think this can be closed.

I saw the same issue in Chrome 51.0.2704.103.

Verified (in my test, at least) fixed as of 52.0.2743.82.
