Can't help others to get Google account

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Trying to get people signed up
2. 
3. 

What is the expected behavior?
I should sign people up to Google at work, use my phone number; if they don't have one

What went wrong?
I am unable to sign anybody else up to Google-mail as I guess you've blocked my number 07758756620
This is something I do at work (Cotmandene Community Resource cente)

OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

At work I'm trying to get people to use your services, but you've stopped me. Please unblock my number so I can help more people.

This doesn't sound like chrome issue, It seems to be account related one. Adding appropriate label for further triage.
