New settings page doesn't show saved passwords, only sites that shouldn't save them.

Issue descriptionWhat steps will reproduce the problem? (1) Open Settings (2) Open Manage Passwords (3) Wait for an empty page to load with none of your passwords visible. What is the expected result? No What happens instead? I see two listings for sites that should never save a password, but none of my actual saved passwords. Please provide any additional information below. Attach a screenshot if possible. I can immediately switch back to the old settings, which I like the look of better anyway. Why change a settings page, just make sure everything a user needs is there and focus on other issues floating around Google, like the mismanagement of Hangouts. It may be worth noting that if I do switch back to the old settings, it takes a moment to actually load my passwords and it didn't do this previously. Maybe if I wait a minute on the new page they'll load there too, but as Sweet Brown says, "Ain't nobody got time for that." Version: 54.0.2805.0
