Issue descriptionChrome Version : 52.0.2743.82 (64-bit) URLs (if applicable) : http://stackoverflow.com/questions/14788345/how-to-install-jdk-on-ubuntu-linux Other browsers tested: Safari: Firefox: OK IE: What steps will reproduce the problem? (1) open any webpage that has a vertical scroll bar active (not like google.com) BUT have NO horizontal scroll bar (no content require to scroll left or right). (2) try with your touchpad (I'm working on a laptop) to scroll to the left or to the right. (3) the webpage reacts in a very weird behavior as it's trying to scroll but the screen is shuttering. What is the expected result? The screen stays the same. What happens instead? It tries to scroll and move in a weird way. Additional Information: The attached screenshot was during trying to horizontally scrolling while there isn't any content to scroll on.

This seems to be something for overscroll triggering this.
