Loss of bookmarks is irrevertable

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.21 Safari/537.36

Steps to reproduce the problem:
1. Throw away some bookmarks (by accedent)
2. Restart chrome
3. Notice your bookmarks are gone
4. Verify that everything is fine by restarting chrome
5. You are too late to recover bookmarks as all temp files are overriden

What is the expected behavior?

What went wrong?
Loss of bookmarks is already an issue since forever and we still don't have a solution to recover them.

No sync checkpoints exist for users which use sync (and forgot their devices are connected)
Though also for non-syncing users we don't have any solution.

OS Version: N/A
Flash Version: 

As TCs, we can't pinpoint how users lose their bookmarks, though if we would have a solution to recover the bookmarks after a couple of days most of them would already be happy.

If we could combine this with actual actions for tracing, this would be very interesting, though definitely not as urgent as just being able to recover

IMO this is not actually related to Sync - Sync is not a backup solution.
