ChromeVox: Stop speech option is mentioned twice in the speech menu of Cvox bar

Version: 53.0.2785.24

What steps will reproduce the problem?

(1)Turn on Cvox and force Cvox next
(2)Navigate to Cvox bar on top of the screen and scroll through speech menu items

What is the expected output?

The stop speech option should be mentioned only once in the menu items

What do you see instead?

The stop speech option is mentioned twice
