Network panel - text/javascript preview tab disappears after going to response and back to preview |

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36
Steps to reproduce the problem:
1. Press F12.
2. Go to the Network panel.
3. If you do not have a script entry in the network panel, run this in the console (assuming Content Security Policy does not block this) -
fetch("data:text/javascript,alert('')")
4. Click on a network entry for a script.
5. Click on the Preview tab.
6. Click on the Response tab.
7. Click on the Preview tab.
What is the expected behavior?
A preview of the content (same as the response, basically).
What went wrong?
The content of the Preview tab is completely missing.
Did this work before? Yes Maybe Chrome 48
Chrome version: 54.0.2803.0 Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:
Workaround -
Click on the network entry again.

After some debugging... Looks like the response tab is stealing <div class="vboc flex-auto"> from the preview tab and the preview tab never takes it back.
