Font smoothing is always enabled in instances that inspect pages |

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36 Steps to reproduce the problem: 1. Disable font smoothing completely (Control Panel > System > Advanced system settings > Advanced > Performance > Settings... > Uncheck "Smooth edges of screen fonts", also, Control Panel > Display > Adjust ClearType text > Uncheck "Turn on ClearType"). 2. Go to Chrome. 3. Go to some page. 4. Press F12. What is the expected behavior? Non smooth edges of screen fonts. What went wrong? Smooth edges of screen fonts. Did this work before? N/A Chrome version: 54.0.2803.0 64 bit Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Note - if you press Control + Shift + J (to open a Developer Tools instance on the Developer Tools instance), the second instance does not have smooth edges of screen fonts. Only the first instance does. Inspecting Service Worker instances also does not smooth edges of screen fonts. It seems that smooth edges of screen fonts is enabled only when the device mode button exists.

I think the problem is in difference between WebContentsDelegate in docked vs undocked mode.

Note that this is unrelated to the docking mode. It looks the same docked or undocked.

Adding accessibility labels/components here, since this affects people that are having difficulties reading fonts that use ClearType and the like.

More information - if you press F12 while viewing a popup window, font smoothing is disabled. It is only enabled when inspecting tabs.
