Autofill/Passwords don't seem editable in Material Settings |

Issue descriptionWhile hovering over the Passwords and Autofill list items shows the "pointer" mouse icon, it's not clear that it should bring up a UI to manage either your passwords or other autofill information. Throughout other sections of settings there is oftentimes a "MANAGE ___" list item with material blue link text. I would propose adding one of those for both passwords and autofill. This would mean they would need to be broken up in to separate sections, but right now, I'm afraid it's very unclear that you can access or edit information around either passwords or autofill.

To be clear, you mean the top-level "Autofill settings" / "Manage passwords" rows? There may be a simple way to make it clearer they are clickable without splitting them into separate sections, eg. a settings gear on each line or a "MANAGE" button at the end of the row (just complicated by the fact that there's also a toggle).
