Web platform pointerevent tests regarding boundary events are failing

Some of the existing tests regarding the boundary events in wpt repo failing because Chrome implements the change proposed to the spec.
Basically Chrome changes the hit-tested node of captured pointer events to the capturing elements rather than the element that is underneath that pointer event.

Basically these tests are affected at this time:

pointerevent_capture_suppressing_mouse-manual.html
pointerevent_releasepointercapture_events_to_original_target-manual.html
pointerevent_setpointercapture_relatedtarget-manual.html
