crbug.com/370746 was in a weird state (Assigned and TE-Verified), but since it was Assigned (and Priority 1), I do not think it should have been archived. It should have at least gotten a prior notice (Recharge stuff).
Can (should?) you revert such cases?

Yes we discussed about this rule in our meeting with Anthony and decided to retire this rule as the issues updated due to this rule are minimal.
