[MD Downloads] Button shows focus state after clicking button

Issue descriptionWhat steps will reproduce the problem? (1) Open chrome://downloads/ (2) Press 'Open downloads folder' to open downloads folder (3) Go back to chrome What is the expected result? Focus state should not be seen. What happens instead? Focus state shown. Please provide any additional information below. Attach a screenshot if possible. Focus state can be seen in attached screenshot. Also it happens in chrome://settings/ as well. Version: 54.0.2804.0
