Issue descriptionVersion: Chrome Canary 54.0.2804.0 OS: Mac OS X 10.11.5 What steps will reproduce the problem? (1) Open multiple windows with multiple tabs on Chrome and quit (2) Start Chrome again What is the expected output? Chrome will silently load all tabs What do you see instead? Chrome keep changing its focused window/tab and out of control Please use labels and text to provide additional information.

About half of window focus changes are unintentional. Noticeable ones happen after 00:39~.

Does it still reproduce if you temporarily disable everything in chrome://extensions? I tried to repro again with a bunch of extra windows and more tabs. Only one window gets focused (the previously focused one, e.g., the one I typed chrome://restart into)

Going into chrome://extensions/ and unchecking all the `Enabled` boxes should be enough. Then, e.g., type chrome://restart in the location bar.

I see this every time I launch Chrome in the morning, and it's been happening for at least six months, so it's not a recent regression. I've got two profiles loading 10-20 tabs each, and the symptom is that my "work" window keeps stealing focus as tabs restore. I can also try disabling extensions, but some extensions are forcibly enabled, so I won't be able to turn those off.

Ah, yep - it does seem to be a multi-profile thing. I can repro reliably if I have windows in different profiles being restored. Extensions don't seem to influence it. Perhaps elly is interested - maybe you have some state around session restore for the spaces work (Issue 74812).
