Long (1-2 days) waiting time on several build bots |

Issue descriptionSome build bots, such as: https://build.chromium.org/p/chromium.chromiumos/builders/Linux%20ChromiumOS%20Tests%20%28dbg%29%281%29 https://build.chromium.org/p/chromium.perf/builders/Win%20Zenbook%20Perf%20%284%29 have extremely long queues - reaching as far as two days back. Infra team, can you advise / help with this? Is this some kind of throttling? Is it possible to reassign more buildslaves? Or can we at least merge them to one build task (not ideal, but better than the current state)?

for the Linux CHromiumOS Tests (dbg) bot: Those cycle time increases correspond with increases in the failure rate *(https://viceroy.corp.google.com/chrome_infra/Buildbot/per_builder?builder=Linux%20ChromiumOS%20Tests%20(dbg)(1)&duration=8d&master=master.chromium.chromiumos&refresh=-1&utc_end=1469191908#success-rate-2-hour-average). The Win Zenbook queue is much easier to explain: the bot went offline and stopped processing builds. I've rebooted it and am watching it come back up.

The Win Zenbook Perf (4) is online, running a new build (https://build.chromium.org/p/chromium.perf/builders/Win%20Zenbook%20Perf%20%284%29/builds/2031), and consumed its whole queue. The remainder of this bug I'm duping into issue 629727 |
