Issue descriptionChrome Version:54.0.2804.0 (Official Build) 33af59cf0bf37f84d6e6423442fc90ffa14176cd-refs/heads/master@{#407025} 32/64 bit. OS: Windows(7,8,10), Linux (Ubuntu 14.04 LTS),Mac(10.10.5,10.11.4). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/reset 2. Click on it such that reset overlay gets opens and hover on ‘View reported settings’ link. 3. Observe. Actual: Unnecessary hover effect is seen on ‘View reported settings’ link over Reset overlay. Expected: Hover effect should not be seen on ‘View reported settings’ link instead underline beneath the link should be seen.(Similarly like ‘saved website password’ link) This is regression issue,broken in ‘M 54’ and below is narrow bisect: https://chromium.googlesource.com/chromium/src/+log/c87b456d823a4bd61599c5ce4512848a6f2be7b6..ebfc7be61c8e9a0b3010c101b220d45aecea06be?pretty=fuller&n=1000 Suspecting: r406755 Good build:54.0.2803.0 Bad build: 54.0.2804.0 Note: 1.
