Regression: Unwanted lines are seen in Event listeners tab on every dock of devtools

Issue description

Version: 54.0.2804.0 dev
OS: Ubuntu 14.04,windows

What steps will reproduce the problem?
(1) Open devtools on any page >> Go to Event listeners tab in elements section
(2) Now dock devtools to bottom using ctrl+shift+d and observe unwanted lines. 
(3) Repeat step-2 and observe unwanted lines on on every dock.

Expected: No such lines should be seen on docking.
Actual: Instead unwanted lines are seen.

This is a regression issue broken in M54.

Able to reproduce this on the latest canary(54.0.2804.0) on Mac OS 10.11.5 as well.

Rechecked this on chrome version 54.0.5808.0 on Ubuntu 14.04 and MAC 10.11.5. Unable to reproduce it. No blank line are created when docking dev tools to bottom.

 @ sc00335628: Request you to please take a look into it and update accordingly.

Removing blocker label, since unable to reproduce. Please add again if not the case.
