Non-Regression: On hitting the Up/down arrow key,the next tab is getting highlighted in chrome://sync-internals page.

Issue description

Version: 54.0.2804.0
OS: Ubuntu 14.04,Windows,Chrome

What steps will reproduce the problem?
(1)Launch Chrome and go to chrome://sync-internals page.
(2)Click on tab key once and then click up/down arrow keys and observe.

Expected: On pressing the up/down arrow keys, the scroll bar should move vertically in the screen.

Actual: Instead, the next tab is getting highlighted on pressing the up/down arrow keys.

This is a Non- Regression issue as the same behaviour is seen from M-30.

Hitting the tab key is selecting an item from the content area (in this case the top level tabs). Scrolling then scrolls through those items. This is working as intended, and is no different from other pages.
