Regression: Unwanted grey border is seen on top of all bubbles and print preview

Issue description

Version: 54.0.2804.0 dev 
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) LAunch chrome >> Click on sign in to chrome button and observe blue area on sign in overlay [or] observe blue patch on switch people faster promo

Expected: Blue area should be evenly applied in overlay.
Actual: Instead grey patch is seen above overlay.

This is a regression issue broken in M54.

Issue is seen in many places like print preview,fast switch person[right click on profile name]

Able to reproduce this on 54.0.2804.0 on Linux Ubuntu 14.04, works fine on mac OS 10.11.5 and 54.0.2804.0 is not available for Windows to confirm the same.

Yep, it was caused by that CL. I'm reverting it now.
Status: Fixed (was: Assigned)
Revert's in; this should be fixed now.
