Regression: Star icon and zoom icon flickers while hovering on them when Scale for menu and title bars is 1.38

OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Open Displays in System settings of your desktop >> Launch chrome
(2) From Displays section Change Scale from "1" to "1.38" >> Now hover on star icon (or) change zoom value and hover on zoom icon and observe while hovering.

Expected: Icons should not flicker on hovering.
Actual: Instead icons hover while hovering.

This is a regression issue broken in M53.

Issue is also seen in Windows when you change display to 125% in Control Panel\Appearance and Personalization\Display.

i.e; Flickering  of icon is seen while hovering.
