Getting hits twice when developer tools is open

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. I have deployed custom image tag through GTM
2. When I open developer tools and make page view, I got two hits in database though there is shown only one request in Network tab of developer tools .
3. 

What is the expected behavior?
There should be one request/hit logged .

What went wrong?
When I open developer tools and make page view , I got two hits in database ,without opening developer tools custom image tag working fine .

Did this work before? N/A 

Chrome version: 51.0.2704.106  Channel: stable
OS Version: 8
Flash Version: Shockwave Flash 22.0 r0

We probably have a duplicate somewhere, but can't find it now. The cause if that we may be re-fetching the images for preview in case content is discarded from cache.

We do load icons for the network panel (and a few other places) from the net. This is because we may not actually still have the resource in memory and giving a thumbnail is still probably useful.
