toolkit-views ScrollView always shows possibly unneeded full-height vertical scroller if a horizontal scroller is present

Issue description

Chrome Version       : 53.0.2785.21

Happens on all platforms

What steps will reproduce the problem?
1. Show task manager, don't have many rows (i.e. should be no scrollbars initially)
2. Resize a column to make it wider

What is the expected result?

Only a horizontal scroller should appear


What happens instead of that?

Both horizontal and vertical scrollers should appear. Vertical scroller fills the entire scroll bar.
