toolkit-views scrollbars are not painted on Windows |

Issue descriptionChrome Version : 54.0.2803.0 canary OS: Windows 8 What steps will reproduce the problem? 1. Open Task Manager 2. Resize a column to make it wider, or just have lots of things. (also: Edit a bookmark, Mash the "New Folder" button until you need scrollbars) (note I'm seeing this on an RDP session at 150% font scaling - but that might be irrelevant) What is the expected result? Scrollbars What happens instead of that? No scrollbars.
