Issue descriptionTracks bugs and undefined behavior in the routing and navigation for Material Settings. Most bugs related to: * Navigating to About/Basic/Advanced * Browser Back/Forward * Settings URLs not working * Scrolling * Opening/closing dialogs should block this bug, or block one of these more specific bugs: * Animations for expanding/collapsing sections and sub-pages: issue 589681 * Side nav menu: issue 593989 * Router refactor: issue 608115

Our definition of dev-blocker is pretty restrictive: something that prevents users from being able to change the settings that they had in the Options page. A11y, in-page search, and performance are all examples of things that are extremely important but do not block our rollout to dev. I'm happy to have you make the call on these blocking bugs, but let me know if you'd prefer for me to make a pass over them instead to see which should remain dev-blockers.

TBH, I just wanted one place to track all these issues. If you like, we can make this tracking bug itself not a dev blocker, and individually decide for the bugs which ones are dev blockers. As long as they're all blocked-on this bug (directly or indirectly) I'm happy. However, your definition of dev blocker is much more conservative than what I've heard from dbeam. For example, he said issue 589681 itself should be a dev blocker... IMO things like search and performance are more important than animations, so if those aren't blockers, this shouldn't be either.
