Low battery warning notification is not shown

What steps will reproduce the problem?
1. Use chromebook until battery level drops below 15%

What do you see instead?
Low battery warning notification is not shown.

Reproduced on other devices as well.

Battery icon changes to red color, but notification does not pop-up.

It's generally 15 *minutes* for the first notification, not 15%. See https://www.chromium.org/chromium-os/packages/power_manager/battery-notifications.
