Shelf tooltips have extra padding on top

What steps will reproduce the problem?
(1) Hover over a shelf item
(2) Observe tooltip

What is the expected output?
See good-tooltip.png

What do you see instead?
See bad-tooltip.png

Regression was introduced in this CL - https://codereview.chromium.org/2148963002 as a fix for  issue 622859 .

Top chrome (browser) bubbles are also broken, at least on Chrome OS ToT.

Maybe BubbleFrameView should only do this for dialogs, not bubbles?
(you could try toggling behavior based on AsBubbleDialogDelegate()?)
