What steps will reproduce the problem?
(1) Connect an external monitor
(2) Go to the settings to change the arrangement of the internal display and external monitor
(3) Click on the external monitor to start repositioning
(4) Click it again to stop

What is the expected result?
Monitors repositions

What happens instead?
External monitor outline remains highlighted and moves with mouse cursor, new arrangement never used
