dhcp DISCOVER packet not seen by some routers

Issue description

Version:  52.0.2743.57
OS: chromeos, samus(?)

Reported by Addison Nuding from Africa, he was having trouble connecting to wifi where other non-chromeos devices succeeded.

Logs show DHCP DISCOVER packets from samus not being ack-ed by the router.
