Notification won't go away, disable notifications on site not working

Issue description

Chrome Version       : 51.0.2704.106
OS Version: Goobuntu 14.04 201607TD2-2

What steps will reproduce the problem?
1. Open Calendar (build-label: calendar_160712.13_p1, build-cl: 127376607, Not-Cached-Offline , yw.prod-web.103 [K:FULL_BACKUP,H:FULL,I:FULL,F:WITNESS,G:WITNESS] , ip: 2620:0:1002:1000:211c:dc6a:897:6761)
2. Receive two notifications for two upcoming conflicting meetings
3. Click to dismiss one of them -- successful

First problem:
4. Click to dismiss the other one.. No "X" button, clicks do nothing. Try to click ~20 times to be sure.
5. Right-click -> disable notifications for site, now it disappears.

Second problem:
6. Regret disabling calendar notifications. Go in Settings -> Advanced -> Privacy -> Notifications -> Manage Notifications. calendar.google.com is still "Allow"?!

I noticed now for the "second problem" that this is enforced by my administrator. Didn't know such a override existed. Anyhow, the reason I noticed is that I did *not* get a notification about a meeting ~10m ago, even though Calendar has notifications allowed.

Thanks for the bug report mhaug@.

I tried to reproduce this by enabling 'Use browser notifications instead of interruptive alerts' in Google Calendar settings (which it sounds like you've done, right?), and creating a conflicting event, but when I got the notifications they were both dismissable by clicking on them. 

Can you reproduce this reliably?

Yes, that setting is on.
No, I cannot reproduce reliably. I have since gotten several bouts of 2-3 notifications, and the above symptom has not appeared again.
Either it's fixed, or it's a race condition or rare edge case.

Tested the issue on Latest Stable# 59.0.3071.115 on Ubuntu 14.04 and could not reproduce the issue.
@mhaug -- Could you please re-check on Latest Stable mentioned and let us know the behavior which would help us in triaging the issue further.
