The Issue here is being used as the blocker for our launch bug -- Issue 775847 -- which excludes ChromeOS. To keep our sanity, I'm gonna move the ChromeOS specific eng work over to Issue 783540.

Remove kSecondaryUiMd experiment

Force-enables MaterialDesignController::IsSecondaryMaterialUi() and
removes the experiment kSecondaryUiMd as a first step of cleanup.
Follow-up changes will remove code that only gets called when
IsSecondaryMaterialUi() is false. Finally all traces of
IsSecondaryMaterialUi will be removed.
