no scroll on the styles pane of the dev tools

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2803.0 Safari/537.36

Steps to reproduce the problem:
1. open the dev tools and go to 'Elements'
2. stretch the dev window (docked or not) so that the HTML elements appear on top
3. try to scroll the element's CSS styles pane

What is the expected behavior?
The styles panel should be scrolling.

What went wrong?
The styles pane doesn't scroll.

In the video you won't know when I'm trying to scroll though since there are no visual indicators. But I assure you I'm trying to scroll.
