Keyboard shortcut to open menu of back/forward/reload buttons

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2803.0 Safari/537.36

Steps to reproduce the problem:
1. Press F6 or Alt to move focus to the toolbar
2. Press tab until focus is on back, forward, or reload
3. Try to open the dropdown menu

What is the expected behavior?
The back and forward buttons have dropdown menus that show the history of the tab. The reload button (while devtools is open), has a dropdown menu to offer several types of hard reload. These can be activated by right clicking on the button, or using the keyboard with either Shift+F10 or the Context Menu key.

What went wrong?
I think pressing the down arrow should also open these dropdown menus. The chrome menu and extension buttons react to pressing the down arrow, so it would be consistent and discoverable. I believe this would be a useful refinement for keyboard usability.
