Chrome reauth should work it the user uses an MSN account to unlock the Win machine

Issue description

OS: Win

What steps will reproduce the problem?
(1) Use a MSN username and password to log into your Win machine instead of a local Windows password.
(2) Save a random password on https://rsolomakhin.github.io/autofill/
(3) Open chrome://settings/passwords, locate the password, click the password field and the Show button.

What is the expected output?
Chrome should ask you to reauthenticate with your password in a way allowing you to understand which one to enter. Upon entering that password, Chrome should show you the saved password from step (2).

What do you see instead?
Some reports on  bug 347825  indicate that in the best case the reauthentication message does not make it clear which password to enter, and in the worst case, no available password works.

This bug needs to gather some reproduction steps, more detailed than above. If you have this issue, please share the information about your set-up. If Chrome's message was confusing, please try to share what you saw and what you think would be a better message. If you had troubles reauthenticating, please state whether you used MSN or local password to reauthenticate, and which one you use to log in to Windows.
