"Open all" from new History + Synced tabs doesn't restore "pinned" state (it used to)

Version: 54.0.2803.0 canary (64-bit)
OS: Windows

What steps will reproduce the problem?
(1) Have pinned tabs on one (synced) device
(2) Navigate to chrome://history/syncedTabs on another (synced) device
(3) Click Open All

What is the expected output?
Windows restored in same state as before (pinned tabs and all)

What do you see instead?
Pinned tabs aren't pinned.

This used to work.
