Regression: Content appear chopped with browser language bengali.

Issue description

Chrome Version: 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716} 32/64 Bit.
OS: Windows (7,8,10)

Steps:
1. Launch chrome and navigate to chrome://settings.
2. Change the browser language to 'Bengali'
3. Open a new tab page and observe the text on the bookmarks bar
                           OR
   Navigate to sohu.com and observe the text in translate bubble

Actual: Text appear chopped.

Expected: Text should not appear chopped.

This is a regression issue broken in M-44.

Manual regression range:
Good Build: 44.0.2372.0
Bad Build: 44.0.2373.0

Change log url as getting trace back error in tool bisect:

Suspecting: r325598

Note: Issue is not seen in Mac and Linux OS.

Unable to reproduce the issue on windows 7 using chrome latest beta 54.0.2840.41 and canary 55.0.2879.0.Text rendered fine without any issue on bookmarks bar and translation bubble.Please find the attached screen shot for the same.

lpanse@Could you please check the issue on latest chrome version and update the thread if the issue still persists.

Re-checked the issue on latest canary 55.0.2879.0.
Issue is not reproducible.
Status: WontFix (was: Assigned)
