Regression: Unnecessary grey highlight is seen on zoom icon even after reloading the page.

Issue descriptionVersion: 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716} (32/64-bit) OS: Windows(7,8,10), Linux (14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, go to NTP and zoom in the page. 2) Once the zoom bubble dismisses, press 'F6' key and then press Tab key so that focus is on zoom icon. 3) Press and hold spacebar key, and then press Tab key. 4) Release spacebar key, reload the page and observe Grey highlight on zoom icon is seen even on reloading the page. Grey highlight on zoom icon should not be seen on reloading the page.
