Issue descriptionVersion: 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716} (64-bit) OS: Mac What steps will reproduce the problem? 1) Launch chrome, go to chrome://settings and click on 'View site info' in omnibox. 2) Press Ctrl+Shift+B (to show bookmarks bar) and observe. Bookmarks bar shortcut works even if 'View site info' bubble is open. Bookmarks bar shortcut should not work if 'View site info' bubble is open. This is a Non-Regression issue seen from M-30 (30.0.1549.1) Note: Issue is not seen on Windows and Linux OS.

[mac triage] This appears to be fixed by chrome://flags/#mac-views-webui-dialogs which will be out eventually. But we should check up on it.
