Chrome Version: 54.0.2803.0 (Official Build) 74ed884d4d42cb7152dc75fae33351e8e34220cd-refs/heads/master@{#406716}-32/64 bit
OS: Windows 10(Touch device)

Steps:
1. Launch Chrome, generate history by navigating to web pages and navigate to chrome://history.
2. Tap/touch on 'Actions' iron icon, pinch to zoom in and then zoom out (grey focus appears on 'Actions' iron icon ).
3. Now press space bar key and observe.

Actual: Actions menu list does not open after hitting space bar key even when grey focus appears on 'Actions' iron icon.

Expected: Actions menu list should open after hitting space bar key when grey focus appears on 'Actions' iron icon. 

This is a regression issue broken in M-54, below is bisect info.

Good build:54.0.2794.0
Bad build: 54.0.2795.0
